Blizzard announced the news in an announcement posted in their Burning Crusade Classic forums. These new servers will launch with the release of Wrath of the Lich King pre-patch and will let players begin at the level of one, but will have acces to new talent trees and abilities added as part of Wrath of the Lich King. Fresh start servers were not an option prior to the release from Burning Crusade Classic.

"In addition to addressing the request that we've received from players for quite a while We anticipate there to be a number of new Classic players who will be joining this game for the first time Wrath of the Lich King And some might be worried that they'll feel left behind," Blizzard's forum post states. "Fresh start realms will give players the chance to feel in the same place with the rest of us."

There are some restrictions in the process of creating characters on a new start server. At least for ninety days after the start date, users won't be able to benefit from an upgrade for their character that is paid as well as fresh start servers won't be able to transfer players of other servers over the same period of time. Anyone who wants to play the role of a Death Knight in Wrath of the Lich King Classic will require a level of 55 for their character on the fresh-start server prior to being able to create the Death Knight character on that server. This won't be required on any other Wrath of the Lich King servers, as players can create a Death Knight on any server without the need for a at least level 55 characters.

That means new players who join fresh servers won't be given a lot of time to get to the max level before they can travel to this new world of Northrend. If the patch does come out the existing Burning Crusade Classic servers will be converted automatically to Wrath of the Lich King Classic servers.
